SREDA Board Meeting
May 6, 2026 – 7:00 am

1. Chairman John Breidenbach called the meeting to order at 7:00 a.m. and welcomed everyone to the Wednesday morning meeting at FMTC.
2. Introduction of Attendees: Chairman Breidenbach asked everyone present to introduce themselves and the business or entity they were representing.
3. Approval of April 2026 Board Minutes: Director Rembelski made a motion to approve the minutes
as presented, and it was seconded by Director Armstrong. Motion passed.
4. The April 2026 Financial Report was presented by Larry Hogg. Director Hogg reported that the  monthly snapshot view has been updated. The CD account is set to mature at the end of May. Mr. Hogg recommends renewing the CD for another term. Mr. Hogg reported that the Public Funding budget is expected to increase, due to more diligent billing efforts. Director Bishop made a motion to approve the budget and roll over the CD account for another term; motion seconded by Director Armstrong. Motioned passed.
5. Staff Report: Jeff reported that he made contact with representatives of current projects (details below). Project Repair update: City of Cambridge were awarded a $249K grant from Idaho Commerce for the Senior Center upgrade. Jeff has been working on the Visitor Center to get it ready for the new summer season. Jeff has also attended the Idaho Power Electricity Academy. Jeff continues to promote SREDA to private and public entities to increase membership. Jeff reported that he received a new lead through Biz Oregon, which he is partnering with Malheur County on. He also got a new lead on the Idaho side – Project Fix Me, in Fruitland.

2026 PROJECTS
Project Park – (Washington Co.) City of Cambridge is looking to expand city park and install public
restroom building. Working with Commerce on different options.
Project Brush/Annette – (Payette Co.) Entrepreneur working on a new product. Referred from SBDC
Ontario. Referral to Idaho Commerce. No new update.
Project Knock, Knock – (Payette/Washington Counties) Manufacturing company looking to expand. Sent her information about Idaho Commerce programs. I’ll help where needed.
Project Back to Life – New Plymouth – Sent contact to Idaho SBDC for biz plan consulting. Project contact looking for match money. Trying to help with smaller grant options. No update.
Project Corn Huskers – (Fruitland) contact talking with area property owners along railroad for possible
partnerships and rail usage. Continuing to talk with possible rail partners.
Project Ties – Idaho Northern RR. Seeing opportunities on the in Emmett, Payette & Fruitland. (Payette Co.) Looking at other alternatives like spurs off the main line. Continuing to talk with possible rail partners.
Project Coke – Entrepreneur (Washington Co.) No update. Project seems to be on hold right now.
Project Save – Ontario – Save Manufacturing: Emergency response equipment. $40M, 125 jobs (welders, fabricators). Save HQ: Headquarters $17.2M, 5-50 jobs. (Malheur) Project is ongoing and location has not been locked down yet.
Project Hen House – Community Development project. (Midvale). I checked in with contact person and sent CDBG information. Didn’t make the deadline w/public hearing. Working w/IC for other park options.
Project Kale – Housing project (Weiser) Emailed contact person. Project is on hold for now.
Project Dille Dental – Business expansion. (Weiser) Emailed contact person. They have the land and finalizing the office design. They hope to start construction this summer. They hope a block grant might
be available.
Project Repair – Working with City of Cambridge on Senior Center projects. USDA/Commerce.
(Washington Co.) Public hearing is tonight and I plan on attending. They got the grant app submitted
and are now waiting for decision.
Project Par – (Fruitland/Payette Co.) Diesel repair shop. Fruitland business is expanding to a larger
location. Purchased land off exit 3 for expansion. I met with Brittany and they are moving forward with
the exit 17 project. They are building on the old Fulcher property. Finishing planning and getting ready to begin construction soon.
***Just a reminder that certain projects are not listed due to confidentiality agreements or at the discretion of the project managers.
OTHER:
Snake River View Visitor Center Update: Met with Kristen and started contacting pamphlet suppliers. Talked with American Staffing for staff needs.

Zoomed the IEDA legislative update on bills and issues in the capital
Met with TVCC and Sodexo staff for planning set-up for breakfast
Attend EOBB monthly meeting
Provided Conference room for Community In Action for financial education classes.
Continued to contact past members for possible SREDA membership.
Continued to get project updates, and different available programs.

WTVEB April 10th – TVCC Weese building
Continue meetings with area cities, counties, and businesses.

6. WTVEB Report: Jeff reported that 110 people attended, up from last year by 20 people. The
WTVEB generated $6,650.05 total: $2,230 expenses and $4,420.05 net. Jeff encouraged members
to share ideas about next year’s WTVEB and who they would like to see as featured speakers. Mr.
Ramirez asked if Jeff could provide a geographic breakdown of businesses and attendees.
7. City and Community Reports:
1. Fruitland: Jeff reported that Mayor’s Youth Run Council had a Fun Run & Walk with over 200
participants. City is still exploring option to mitigate water and wastewater management.
Councilwoman Yasuda added that Spring Fair and Parade is coming up next weekend.
2. Payette: Director Williams reported that the Apple Blossom organizers have purchased a new
stage, which will be used starting with next year’s event.
3. Ontario: Dan Cummings reported that Revitalize Ontario and Depot District are sponsoring the Friday Night Markets at Moore Park. The city has committed a $500K budget line to contribute to development of Moore Park, including a stage and a pavilion. Tatiana Burgess reported that the city issued 18 building permits in April, including 1 residential permit. The city is reviewing a proposal for annexation of a 1.65 ac parcel off SE 5th Ave. Edge Performance addition is progressing. 1 new business opened Downtown – Trade Town at 329 Oregon St.
4. Ontario Chamber: John Breidenbach added that the America’s Global Village will be on June 6 at Lion’s Park. May 8th – ribbon cutting at Vendor’s Village at the former JoAnn’s store. Frosty
Badger is set to continue offer concerts throughout the summer.
5. Weiser: Natasha McDaniel reported that the city has issued 3 building permits in the Sundance
Pointe Subdivision. A conditional use permit is under review, for a fourplex. An America 250 Golf Tournament will be on June 6. The Farmer’s Market will start soon, every Thursday. A circus will be in town on June 3rd by Smith’s Auto. Right @5 event will be on May 19th. Mr. McNeff added that May 11-17 will be Hospital Week; Weiser Memorial will add new CT
services, along with a new podiatrist provider.
6. Nyssa: John Breidenbach reported that Nyssa Chamber will hold their annual awards banquet and auction on May 30, 2026.
7. No reports from Vale, or New Plymouth.
8. County Reports:
1. Payette County: Commissioner Bishop reported that the bid for the new Ambulance District
building came in within 1% of the projected estimate; hoping to break ground soon. 3 single
family permits issued. Commercial construction activity is underway at Exit 3. ITD construction
is set to start soon at GayWay Junction going north, with an update going west out to the bridge to Ontario. Other road construction projects will go east from Iowa Ave to Payette Heights.
2. Washington County: Commissioner Wilkerson reported that the county’s budget process started last Monday. Two major bridge projects are coming to completion with grand opening
celebrations set for May 27th. The county has hired a new building inspector. Hells Canyon Days
will be held first weekend in June, featuring car shows, bulls & broncs, pit BBQ and street dance.
3. Malheur County: Chair Breidenbach reported that Malheur County Sheriff’s Office will host a Family Fun Shoot and Fundraiser on May 9.
4. Director Williams reported that Four Rivers Realtors Association has awarded $14.5K in
scholarships, to high-school seniors across the 3-county area.
9. Round Table:
1. Tori Ramirez reported that Western Treasure Valley Rotary will host an annual golf tournament
on July 3rd and is currently looking for teams & sponsorship.
2. Bob Komoto reported that the Kiwanis Club will host a recruitment event on May 27; and a litter pick-up event on May 30. At the Cultural Center – Charreria Attire Exhibit will start on May 9,
featuring a leather workshop on May 11. On June 6 there will be an Eric Clapton tribute concert,
and a Jeki-Yoo, a comedian quick-change artist presentation on June 27.
3. Cathy Yasuda reported that TVCC will offer one free summer class to the 2026 high-school
graduates through the Grad Gift Program, with registration on June 18. TVCC was approved for
Bachelor of Nursing Program, set to launch fall of 2026. TVCC has also been approved for the
Bachelor of Applied Science for Education Program, to address the local teacher shortage. Athletics: several games are ongoing. Registration for the fall term in coming up on May 11. The TVCC Foundation is sponsoring the 34th Annual Pop Concert set for May 29, featuring the Treasure Valley Heritage Symphony, to raise money for the music program scholarships. On May 30 – the Athletic Dept. will hold the annual Chukar Charity Shootout Golf Tournament.
4. Angela Machuca reported that Worksource will host a Job & Resource Fair on May 28, from 10
am to 3 pm, in the parking lot behind Elk’s Lodge in Ontario. Employers are still needed.
5. David Armstrong reported that Rogue Credit Union will be presenting athletics scholarships
awards at a TVCC baseball game on Saturday, May 9.
6. Paul Radloff reported that PAR Repair continues to work on their relocation construction project.
7. Larry Hogg reported that Weiser Highschool Alumni Foundation has been formed, to support funding scholarships and in-class projects, along with the establishment of Weiser Highschool Hall of Fame to recognize former graduates who made a positive impact on the community.
8. Torie Ramirez reported that First Security Bank will remodel the upstairs of their building to
create co-working spaces: an incubator hub for local professionals. Jeff Williams reported that a similar project is in the works for the New Plymouth truck stop location.
9. Beau McNeff reported that the Weiser Memorial Hospital Foundation is putting on a donation drive, with a goal to raise $8K for healthcare scholarships. Also the Baby Box is days away from being launched and open.
With no further business, Chairman Breidenbach adjourned the meeting at 8:05 am.
